To lead the Steering Group through consultation and consensus to a
formulation of strategy andpolicy both in the process and towards the
completion and publication of the framework document, ‘The Cradley Parish Plan’
what does the steering group do
The Parish Plan Group was established by the Parish Council in 2008. It was tasked
with conducting the widest possible consultation with the local community and, as a
result of that, devising a Business Plan for the Parish Council for the succeeding five
years. As such, it is an autonomous body, reporting regularly to the Parish Council
and, in due course, presenting its completed Plan for Council approval.
A Steering Group (PPSG) was set up to manage this process, a body comprising both
Parish Council members, a minority, and a number of volunteers from the Parish who
agreed to take part in the process from the beginning.
Its role has been to coordinate the work of 8 theme groups of about 8 – 10 volunteers
each, with the express role of researching and exploring those topics which were the
designated concerns of the wider consultation.
Consultation has included an initial Public Meeting, A ‘Planning for Real Exercise’, A
comprehensive Questionnaire (hand delivered to every household) and a series of
follow up meetings held in January 2010 culminating in an Open Meeting on 18th
January 2010. A dedicated website, currently under review, was set up in 2009.
In addition, through the theme groups, extensive consultations have taken place, and
continue to do so, with a variety of agencies and partners, including Herefordshire
Council, local Ward Councillors, experts and local individuals. Minutes and reports
from all meetings of the Steering Group and of the Theme Groups can be found on
this website. Throughout the process monthly updates have been published in the
Parish Newsletter.
Importantly, as far as is practicable, the new Parish Plan aims to incorporate the
opinions of our local community, ascertained via the above processes, and progress
will be visible via the Action Plan, which will be updated regularly, on this site.

record the activities of the separate theme groups and to supervise and maintain a comprehensive
archive of the processes of the Plan throughout each of the stages of its development. To keep a

ensure that actions as discussed are clearly identified and that they are carried out

www.cradleyandstorridgepp.org.uk is the official website of the Plan. All
the business of theme groups, public meetings, consultations and publicity
should be available there. Regular editing will ensure that progress and the
development of policy is kept up to date and in the public consciousness.

what the steering group has done and will do
(A) What We’ve done
We set ourselves the deadline of July 31st to complete the process to
publication of the Review document and the Action Plan; these, together with
the revision of the VDS, comprise the Cradley Parish Plan 2010. In June, the
Parish Council approved the draft document and it then went to Hereford
Council for the comments and recommendations of our major partners prior to
its publication. It is expected that our proposals will be reviewed and
accepted by mid-August. Draft copies of these are already out for review and
comment in the community both via the website and in ‘hard’ form at the
usual public outlets.
(B) What we’re going to do
In August/early September we will produce, in a small print run, ‘fair’ copies
of the final draft to be available to Parish Councillors, Herefordshire
Councillors and Officers and a copy of all the relevant documents will be
accessible to all on this website
In practical terms, once the Plan has been adopted by the Parish Council they
take ownership of it. How the Council wishes to effect its implementation will
be a Parish Council decision and this will be discussed at their August meeting.
A ‘Launch’ meeting will be held at Cradley Village Hall on Tuesday, 28th
September with a view to the Parish Council presenting the major proposals in
the Plan and the mechanisms recommended for their implementation. At that
meeting, the theme groups/committees which will have responsibility for that
will be re-constituted.
