what does the housing
and planning group do
This group is actively involved with a variety of planning issues, specifically
relating to future plans by Hereford Council for the provision of new low cost,
social housing within the villages, together with the possibility of a new
doctor’s surgery and the plans for further sports facilities.
Extensive consultation has taken place, and continues with local agencies,
including Herefordshire Planning Office, the Forward Planning Officer and our
local ward County Councillors, on the processes of planning. We also hope to
speak to the County Housing officers to assess the need for further low-cost
and social housing. Ongoing consultation with villagers remains paramount.
In addition, discussions remain in progress with Dr Herriot and Frank Hare
about future plans for a new surgery and new sports facilities.
The group is also currently engaged in reviewing and updating the Village
Design Statement and is looking to incorporate Herefordshire’s new Local
Development Framework (LDF) into the Parish Plan.

what the housing and planning group
have done and will do
(A) What We’ve done
The Village Design Statement produced in 2003 has provided the most
substantial basis for our explorations. Much of what that document has to say
about the building design and materials which residents would recommend as
acceptable in the development of the parish, as well as its concerns about the
protection of open spaces, continues to represent local opinion.
Nevertheless, significant changes are planned for the organisation of the
county of Herefordshire with a new Local Development framework in plan over
the coming three years and we have recognised the importance of our keeping
abreast of the proposed changes and their implications for this community.
The VDS is the document which most closely represents to the County our
concerns about Planning; it does not impose a legal obligation on planners but
it is significant as supplementary planning guidance in conjunction with the
views of the Parish council when planning decisions are being considered. In
practical terms, we recommended, as part of our report, that a detailed
Housing Needs Survey be carried out to determine how many low-cost houses
are needed for local young people. Herefordshire Housing Department carried
out this survey in April 2010.
(B) What we’re going to do
We will continue to monitor very closely the progress of the LDF at it evolves
into Herefordshire County Policy and, in particular, the Market Towns and Rural
Areas Plan due in 2013. Our VDS must be compatible at all times with
Herefordshire Council’s planning framework and we will review our document
regularly to ensure that this is so. The VDS will feed directly into the LDF
recognising the emphasis on sustainability, including the impact on historic
landscapes, travelling distances from work and low carbon footprints.
